president obama has a clear message for speaker of the house john boehner. >> terrified of what you might say. your move, chief. >> the a.p. headline reads white house to gop, it's your move. it is a point treasure secretary timothy geithner made clear over and over and over again. >> we've laid out a very detailed plan of spending cuts, $600 billion in spending in mandatory programs over ten years. if they would like to go beyond that or do it differently they need to tell us what they propose and then tell us what makes sense to them. but what we can't do is try to figure out what makes sense for them. tell us what they like as a complement to that. we can't react to anything until we see doots he tails of a proposal. we can't figure out what they need. they have to tell us. >> house speaker john boehner isn't playing ball claiming the white house proposal is a joke. >> it's flabbergasted. you can't be serious. i've never seen anything like it. >> boehner insists that talks have broken down. >> right now i would say we're nowhere. period. we're nowhere. we've put a serious offer on the

boehner had his chance. president obama now thinks he has the upper hand. according to the "washington post's" ezra klein, quote -- >> joining us now representative chris van hollen of maryland, ranking member of the house budget committee. great to have you on the program. >> great to be with you, alex. >> let's talk a little bit about 2011 versus 2012, which is to say, the republican party is a very different negotiating position than they were last year and as ezra outlines, it sounds like john boehner would probably readily accept the deal he had at one point with the president if it were happening today. >> well, a couple things. the exact revenue level that the president was pushing for back in 2011, was subject to some dispute. the president was looking for $1.2 trillion, speaker boehner looking for $800 billion, but you're absolutely right, alex. what republicans are trying to do today is recreate at least some of what they thought the agreement was before, but times have changed. in addition to the fact that it's not at all clear exactly what that

i sort of see a boehner in the role of a boss here. you know he has got, you know, he's got still a very hard core group of people on right who are not still -- still not terribly afraid and are not taking lessons out of election so he really does have a fundamental concern about how he's going to put together a coalition to do this. and i really do think, for all joking aside, this bit of theater, doesn't bother the white house and doesn't bother congressional democrats because they know he's tempting to see how far he can push these guys. >> boehner, they accept him and embrace as the negotiator from the right. talking about theater, we have to talk about the mitt romney meeting here, which is -- actually we know the president has been engaged in a certain amount of political theater, meeting small business owners, going out to country, selling this to the american people. i think it's interesting he's choosing this week to meet with mitt romney and yesterday meeting with the money bags that maxed out donations to the romney campaign
